While the United States holds less than 5% of the world's population, the US has nearly 1/4th of the world's prison population. A statistic that has increased dramatically since the 1980's. The US has the highest per capita incarceration rate of any country in the world. Nearly one million of those incarcerated are serving time for committing non-violent crimes. As of 2008, 1 out of every 100 citizens of the United States was incarcerated either in prison, or jail. Bringing the total amount of incarceration to 2,320,359.

The United States spends an estimated $60 Billion dollars each year, or $88 dollars per prisoner every day.

The Prison population of Texas alone increased 300% between the years 1985 and 2005 investing $2.3
Billion dollars to add 108,000 beds. Less than a decade later experts predicted another 14,000 to 17,000
new inmates within five years.

As of 2007, 1 in 22 people in the state of California is under Correctional Control with a total Correctional
Population of 797,254.

State Senator John Whitmire is also quoted as saying:

"It has always been safer politically to build the next prison, rather than stop and see whether
that's really the smartest thing to do, but we're at the point where I don't think we can afford it
anymore."
